According to John 3:13-17 and the institute manual’s commentary for John 3:16…

Why was John hesitant to baptize Jesus?
Because he felt he was not worthy. He knew the Lord’s divinity, and said “I have need to be baptized of thee,” suggesting that if anyone needed baptism in that situation, it was him. But the Lord says John should baptize him anyway, and so he does.

What is taught here about the Holy Ghost?
According the institute manual, it has a form that looks like a body, though it is a spirit, like how we looked when we were spirits premortally. The Holy Ghost is a personage, like us, that God has assigned to do a task while we are in mortality, and our doctrine teaches that eventually, he will receive a body as well. The institute manual also says that the sign of the dove is a physical witness for the Holy Ghost.

Jesus Christ said he must be baptized “to fulfill all righteousness. List three reasons why Jesus Christ was baptized. (see 2 Nephi 31:6-11)
It set an example for all men.
It showed men that he humbled himself before Heavenly Father according to the flesh and showed Heavenly Father that he would be obedient to him.
It showed men the straitness of the path, and the narrowness of the gate, by which they should enter.

What evidence is found in Matthew 3:16-17 that the Father, Son, and Holy Ghost are three separate personages in the Godhead?
When John is baptizing the Savior the voice of the Father is heard saying that Christ is his son. Simultaneously, the Holy Ghost descends. Those are three different actions, implying three separate beings.
